Dave is a Certified Public Accountant and Certified Valuation Analyst with over 20 years of accounting and finance experience. For slightly more than half of his career, Dave worked as a chief financial officer or controller for government contractor, high technology and real estate firms. As a senior management executive, he handled rapid growth and changes in strategic direction for government contractor/high technology companies of all sizes from start-up to $100 million in sales.

Dave consults in the areas of government contracting (financial planning, accounting systems and FAR compliance) mergers and acquisitions, business valuations, equity and debt financing, strategic financial planning, incentive compensation plans, risk management, financial policies and procedures development and key metric reporting.

Dave is currently a member of the National Association of Certified Valuation Analysts, the American Institute of Certified Public Accountants (AICPA) and the Virginia Society of Certified Public Accountants (VSCPA).

Goodman and Company
Don Bernarding, CPA, McLean, Virginia

Don has 30 years of experience in the accounting field working with government contractors designing and implementing general ledgers and cost systems and supervising accounting personnel in adherence to government regulations. He also has experience in operating, accounting, auditing, contract administration, and management consulting services to government contractors, high technology and professional services firms.

He provides management consulting to private enterprises engaged in accounting activities. His specialties include accounting systems enhancement, indirect rate structure design, forward pricing rate development, proposal pricing, business strategies, financial analysis and compliance, and contract administration. His clients have ranged in size from start-ups to large entities.

Don has also served as Chief Financial Officer or Controller for several contracting companies, where he was responsible for all accounting and finance operations and interaction with public and governmental auditors dealing with CAS and FAR compliance, and issues with the Service Contract ACT. From his experiences serving as the principal accounting and financial executive throughout his career, he has a diverse knowledge base in the government contracting industry.

His experience in accounting system design and government contracting accounting provide the basis for his expertise in strategic indirect rate structures to maximize profitability, cost estimation and proposal development, cash management systems, incurred cost proposals and financial reporting requirements.
