Defense Contract Audit Agency (DCAA)

Defense Contract Audit Agency (DCAA)

DCAA provides audit and financial advisory services to the Department of Defense (DoD) and other federal entities responsible for acquisition and contract administration. DCAA helps determine whether contract costs are allowable, allocable, and reasonable.

A manual prepared by the DCAA and designed to assist contractors in understanding applicable requirements and to help ease the contract audit process when doing business with the US Government.

Federal Acquisition Regulation (FAR)

The FAR is the principal set of rules regarding Government procurement in the United States and is codified in Chapter 1 of Title 48 of the Code of Federal Regulations.

Cost Accounting Standards (CAS)

CAS is a set of standards that are designed to achieve uniformity and consistency in cost accounting practices and is codified in Chapter 99 of Title 48 of the Code of Federal Regulations. CAS is applicable primarily to government contractors with larger contracts.

Preaward Accounting System Adequacy Checklist

A checklist used by DCAA auditors in the performance of a Pre-award Accounting System Survey to determine if a contractor’s system is designed to meet criteria for cost reimbursement contracts, or for receiving progress payments.

Incurred Cost Electronically (ICE) Model

The ICE Model is a tool provided by DCAA to help contractors prepare incurred cost proposals. Government Contractors with cost reimbursement contracts are required to submit an indirect rate proposal within the 6-month period following the expiration of each of its fiscal years.

Current reimbursement rates for travel within the Continental US (CONUS), established by the General Services Administration (GSA)

DoD - OCONUS

Non-foreign reimbursement rates for travel Outside the Continental US (OCONUS), determined by the Department of Defense (DoD)

US Department of State – Foreign

Reimbursement rates for foreign travel, established by the Department of State.
